Handbook for evaluation

Annotation
The publication offers a translation of a document issued by UNODC, which addresses rules and recommendations on issues related to the planning and implementation of independent evaluation at UNODC. It contains a detailed description of the steps involved, but also provides information to enable a deeper understanding of the epistemological and methodological underpinnings of the evaluation process. The practical and very specific guidelines can provide significant methodological support to those directly involved in the implementation of the evaluation process. The introductory parts of the publication aim primarily at theoretical description and explanation of the necessity of an evaluation component in any serious project, while the core and part of the manual is a clearly compiled introduction to the basic issues of the evaluation method. An indispensable part of the publication, which improves the already high level of elaboration and breadth of the topics discussed here, are the subchapters devoted to the ethical principles of evaluation.
